A comment: Third paragraph, page 3 of the report refers to drug affected babies as a form of neglect. This is only one example, but an area of considerable variation is what states or counties characterize as neglect versus as abuse in state code and in entry to automated SACWIS and CCWIS systems. Although drug exposed or affected infants (in utero) may be considered neglect in one jurisdiction, it is abuse in another. These variations stand to have an impact on aggregate data. For 2022, child neglect declined 6% compared to 2021 and child maltreatment fatalities rose 6%.
